Description

Starting with texlive 2023 the tex-locale package errors with lualatex (but not pdflatex or xelatex). Here's a test to run with lualatex: 
\documentclass{article}

\usepackage{tex-locale}

\begin{document}
Currency: \CurrentLocaleCurrency.
\end{document}
The first error is 
! String contains an invalid utf-8 sequence.
l.8 ...querycurrency{dollar}}{\tdot }{\tpct }{\twrp{
                                                  }}}{{\patnumfmt{\patdecfm...
A funny symbol that I can't read has just been (re)read.
Just continue, I'll change it to 0xFFFD.
